الأمر الثاني، والمتعلق بذبح الأقباط، هو صناعة أزمة طائفية على الأراضي الليبية يتم تصديرها إلى مصر، ولذلك السبب تم اختيار عمالة من الوجه القبلي، بهدف تأجيج الصراع الطائفي طبقا للطبيعة القبلية التي تسعى إلى الثأر بمحافظات وقرى الصعيد.
